After you reveal cards in your Provinces at the start of your turn, if this Event is face-up in one of them, you may discard cards from your hand with a total Focus Value of exactly 4. If you did, either draw three cards or target a player. If you targeted a player, he discards cards from his hand with a total Focus value of at least 4 if possible, or shows his hand if he cannot.
