This is my adaptation to the deck Isawa Shimura played against me at the 2001 Kotei Madrid finals but using only the card pool from Imperial through Dark Journey Home.
The deck is a serial killer, it's debatable whether it can get along without any form of defensive cards, beyond Rise from the Ashes, given the fact that you will rarely be able to lobby for the Imperial favor either. You really need to clean opponent's home every turn. I would consider either 3 Refugees or even Flattery and the reasonable cuts might be 2 Force of Will and 1 Secrets on the Wind.
Refuge of the Three Sisters plays very well with Hidden Heart of Iuchiban and it also helps finding your Portent bomb. If you have 1st Portent in hand it easily creates a 4 Chi personality that can be sacrificed to the Refuge to go find the second Portents. Might even add a second Refuge but seems stretch, specially given it's "singular" clause.
Isawa Osugi might as well be something else, that 0HR might really hurt, yet the upside is great if you managed to play her early on. I don't quite care about the 0HR from Seppun Kossori as they are there to have fast starts, it's OK to discard them later in the game.
Would love to find space for more Fist of Osano-wo (the first one is needed just to deal with Ki-Rin's Shrine) they might be good anti honor tech, as well as 3 Banish All Shadows AND 3rd Walking the Way, but deck looks so packed. A single Bloodsword can also come in handy to pair up with the Nameless One.
Note: the deck is built exclusively by cards from Imperial through Dark Journey home + Senseis printed pre-Gold (+ Amnesia and Forgotten Lessons so you have a way to interact with the Senseis). Consider this a variation of Jade Open, kind of Classic Hidden Emperor Era Sensei Extended
