Claim as much personal honor as possible and keep locking provinces with Shinsei's Shrine and Exile Road (copying Shinsei's Shrine) for sustainable free honor run. Remember What you Have seen can give a little boost out of Oni no Pekkle, Ki-Rin or Bayushi Meharu. Your Fate deck is almost exclusively focused on defense, mostly military defense. Imperial Edicts are there to prevent delayed turns from Rise from the Ashes, Test of Honor are to fight Shoju Sensei and the Ring of the Void is to not fall into the Kisada's Funeral trap. A very simple an effective deck. Most BASH builds play Seppun Sensei. I am not a fan in a deck that Plays 3x Oni no Pekkle and His Most Favored. Things can go very wrong.
