Open: Turn a target card in another player's Province face-up. If it is a Personality, you may, as an additional action, take the action, "Open, :X:: Recruit the target and permanently give them . Lose 2 Honor."; if you do not Recruit them, their owner's next action may to be target them with the rulebook Recruit ability as an Open and, if they do, that player may take an additional action afterward.
