After you reveal cards in your Provinces at the start of your turn, if this Event is face-up in one of them, you are not a Shadowlands Horde player, you control a Wind, and no other players control the same Wind, you gain the Imperial Favor and until your next turn begins, no other player may take the rulebook Lobby action.
